Los Angeles, CA & San Diego, CA — Major California cities are facing difficult budget decisions in 2025 that could reshape homelessness programs. Los Angeles Mayor Karen Bass has proposed a $13.95 billion budget that includes layoffs and departmental consolidations—while still attempting to fund Inside Safe, a key housing initiative.
Meanwhile, San Diego lawmakers are debating a bill to resolve disputes over cost-sharing for shelter services between city and county agencies.
“These disputes and cuts are coming at the worst possible time,” said the housing advocates at The Foreclosure Focus. “With record-high homelessness and a worsening housing shortage, cities need more support—not less.”
